Bowen Grads Now President and President-Elect of Administrative Law Judge Group


Toni White (Bogan) (pictured below), ’91, of Little Rock has worked with the Arkansas Association of Administrative Adjudicators (ArkAAA) since its inception in 2002 and has been chosen by the group as its 2008 President-Elect.  ArkAAA is a state-affiliate of the National Association of Administrative Law Judiciary (NAALJ).  From 2004 to 2008, Bogan served as a member of the Board of Governors for NAALJ. 

 

Currently, Bogan is the Managing Administrative Law Judge with the Arkansas Department of Human Services, Office of Appeals and Hearings (DHS) and has served in that position since September 1997.  In her capacity as the Managing ALJ, she oversees the state agency’s administrative adjudication function and supervises 10 licensed-attorney ALJs, 6 non-attorney Hearing Officers, 1 Office Manager, 2 Transcriptionists, 1 Document Examiner, 1 Case Coordinator, 1 Receptionist, and 5 Medical/Legal Secretaries.  In addition to her management duties, Bogan presides in child maltreatment, nursing abuse, and fraud cases at DHS. 

 

Prior to becoming the Managing ALJ, she worked as an ALJ and agency attorney.  In addition to her duties as a Managing ALJ, in 1997, Bogan was appointed by former Governor Huckabee as an attorney-chair on the Arkansas State Employee Grievance Appeal Panel (SEGAP) where she continues to preside over grievance hearings involving unlawful discrimination and the termination or suspension of employees with other state agencies. 

 

In 1982, she graduated from Howard University in Washington, DC while working for the United States Treasury Department’s Bureau of Alcohol, Tobacco and Firearms (BATF).    Bogan spent 8 years with BATF (the last 5 years as a Senior Inspector) and then left federal employment to attend law school as a full-time student and Rockefeller Scholar.  Bogan received her Juris Doctor in 1992 from the UALR School of Law while raising a daughter (now 21) and a son (almost 19).  Immediately following law school, she worked as a Pulaski County Deputy Prosecuting Attorney and then clerked for a Pulaski County Judge.  From 1994-1996, Bogan practiced law in Pulaski County until going to work as an attorney for DHS, the largest state agency.  Twice monthly, she volunteers to work with children at P.A.R.K. (Positive Action Reaches Kids) on Geyer Springs Road.      





Barbara Webb (below), '82, of Benton currently serves the Arkansas Association of Administrative Adjudicators as President.  Webb is an Administrative Law Judge with the Arkansas Workers’ Compensation Commission. She is assigned to District 5 (Southeast Arkansas) and also presides in compliance cases involving uninsured employers.

She graduated from the University of Arkansas in 1979 and received her Juris Doctorate in 1982 from UALR School of Law. From 1982-1987, she worked as a staff attorney for Southwestern Bell Telephone Company in Arkansas and Oklahoma. From 1987-1997, she worked and was named a partner in the law firm of Eichenbaum, Scott, Miller, Liles & Heister, P.A., in Little Rock. From 1997-2002, she served as the elected Prosecuting Attorney for the 7th and 22nd Judicial Districts. In 2003, she returned to private practice with the law firm of Quattlebaum, Grooms, Tull & Burrow, PLLC in Little Rock, Arkansas, until her appointment as an Administrative Law Judge in 2005.

She is a board member of the State Child Abuse and Neglect Prevention Board. She also serves as a member of the Legislative Task Force and the Public Information Committee of the Arkansas Bar Association. She serves as Legal Counsel to the Ouachita Area Boy Scout Council. She is a member of the Little Rock Rotary Club and board member and past-president of the Royal Players, Inc. She has served as a Special Associate Justice of the Arkansas Supreme Court, Benton City Council Alderman and Shannon Hills City Court Judge. In addition, she served as Commissioner on the Arkansas Ethics Commission, and on the Arkansas State Crime Lab Board, Arkansas Coalition for Juvenile Justice, Prosecuting Attorney’s Association Board, and the U.S. Department of Justice Anti-Terrorism Task Force. She attends First Presbyterian Church in Benton and served as Moderator of the Presbytery of Arkansas in 2006. She is married to former Senator Doyle Webb (alumni of the class of 1981).
